Monitoring, Evaluation, Accountability and Learning Manager

 

Irene is a certified Monitoring, Evaluation, Accountability and Learning professional with over 13 years of experience in programme management, research, evaluation, organizational learning and evidence-informed decision-making. She currently serves as the Monitoring, Evaluation, Accountability and Learning Manager at HakiElimu, where she leads the development and implementation of MEAL systems, evaluations, data-quality management, impact reporting and learning initiatives across education and advocacy programmes.

Before joining HakiElimu, Irene held senior leadership positions at Youth Challenge International, WeWorld Tanzania and Health Promotion Tanzania, serving as Senior Programme Manager, Knowledge and Learning Manager, Monitoring, Evaluation and Learning Lead, and Regional Programme Manager. Across these roles, she managed complex and multi-stakeholder programmes, strengthened institutional systems, led research and evaluations, strengthened the capacity of teams and partners, and supported organizations to translate evidence into meaningful programmes and broader systems strengthening.

Irene is passionate about transforming organizations into learning institutions. She supports teams to critically reflect on their work, challenge assumptions, document lessons and use both successes and failures as opportunities for innovation and growth. By embedding learning into programme implementation, she helps organizations shift from static planning to adaptive management, enabling them to remain relevant, responsive and accountable to the communities they serve.

Her experience spans education, gender equality, child protection, youth employment, public health and community development. She also brings extensive expertise in strategic planning, adaptive management, impact measurement, organizational learning, institutional strengthening and systems change. Irene holds a Master of Arts in Monitoring and Evaluation and a Bachelor of Arts in Project Planning, Management and Community Development from the University of Dodoma.
